Link below will give you a technical explanation. Clipart is fun. Clipart is a drawing, like a cartoon, as opposed to a picture which cannot be altered but which can be resized.

Some, not all clipart can be "ungrouped" which allows you to take a few cliparts, ungroup them, take parts of each and come up with something entirely different. Warning: don't get started on clipart - it is addictive.

Pictures. They're usually small, and can be found in alot of software, like Word and Powerpoint. You click on Insert at the top, and clipart will be under it.
