I mean extremely noisy. I can barely hear myself think over the wailings of Bob Marley. I have a lease until May. I will have several weeks of 6:30 a.m. clinical rotations, and this is not something I want to be stressed with. Should I break my lease? or should I be a biotch?

The apartment complex is owned by the same guy. It is a 'decrapidated' old house renovated into 8 apartments. I would like more information on how I might not break my lease if it is the landlord's job to make me feel safe from the other tenants.

I went through the same thing. I had roomates above me who lived on the total opposite schedule from me, and who had parties that started around 1 a.m. and ended around 8 a.m. on week nights.
Go and talk to them. Be very, very nice, and take on the attitude that you want to "compromise" with them, along the lines of no noise after 10 pm on weekdays; midnight on weekends.
At the same time, just make sure that you aren't been obsessive...I know you say that they truly play their music loudly, but it's easy to harp on what are normally considered "acceptable" noises when you're thinking about them constantly. Try sleeping with a fan or other form of white noise to see if it helps.
If, after speaking to them once, they do nothing to try to reduce their noise level, talk to your landlord. I don't know where you live, but most jurisdictions require that rental properties maintain a "peaceful" environment for their tenants, and it is the landlord's reponsibility to uphold this, even if it means evicting noisy tenants. If your landlord doesn't want to comply, go to the rental board and complain.
When I had noisy neighbors, my landlord told me that if it was after midnight, to just call the cops immediately. That said, it's more effective if you tell the cops that you hear "strange noises and screaming" as opposed to loud music. They'll come much quicker, leading to peaceful sleep for you. If the cops no that they're only responding to a party complaint, they'll take their sweet time.
In any case, DON'T break your lease. That means that they win!!! You have the right to live in a peaceful environment, and you should go through all the appropriate channels before giving up.

Both will likely have unpleasant consequences. Be a biotch first...is that doesn't work...break your lease. Life is to precious to suffer for someone Else's enjoyment. Explain to your neighbors..in a note first, what your schedule is like and maybe set up specific "quiet times" If they can't abide by that...by all means start calling the cops. If they get mean rude or obnoxious, Just move out. And actually if your neighbors have the same landlord as you...you may not be legally braking the lease. If you do not feel safe in your own home due to the other renters. That is your landlords responsibility. Also...Take it as a lesson before you get your next apt. Check out your neighbors before moving in. Good luck.

The best approach would be to talk with those who are making the noise yourself, let them know the hours you'd like some quiet for your studies. Let them know your not expecting perfection, but some honoring of your request.

just ask them nicely to turn down the noise if they don't report it to the police as a nuisance. and while you're at it look for a nicer place filled with devoted college studnts like yourself who are not noisy.
