Here's my definition:
Miracle n. 1) something that happened outside the laws of nature; only caused by God. 2) slangish. a term people use to refer to something extraordinary and somewhat inexplainable.
So, going by the 2nd definition, I suppose an atheist could use the term, yes.

A Miracle is an event that supposedly occurs but that is impossible to explain via natural causes.
