You said that when you go home, you two fool around.
I am getting the impression that she likes you, but doesn't want a long distance relationship.
It depends on how strong your feelings are, and what your plans for the two of you are.
If your feelings for her are strong and you plan to make your future plans with her in mind, (marriage) then you must tell her. She may be thinking that waiting for a man who has not shown commitment is a waste of her time.
Remember, women have hormones, too.

hmmm, figure out why you guys broke up in the first place. If your heart is really set on getting her back in your life fully, then just tell her that you have feelings for her still and you want to try it again.

Just tell her how you feel, chances are if she's still letting you sleep with her she probably feels the same way. Most of the time for girls sex isn't just for a physical need it's emotional too.
