If INDIA has to produce quality scientists in great number then the following measures have to be taken:
Give encouragement by providing handsome grants.
Give them residential facility and other fringe benefits.
Provide them some kind of autonomy in terms of having assistants and equipments.
Do no involve them in redtapism.
See that they are not discouraged or made to flatter their bosses who are non-scientists.
Judge them by rigorous tests and performance
Determine their tenure by sheer performance and not by how she/he appeases the boss or the high ups.

Hey! We are producing quality scientists. But unfortunately we don't have enough resources that they can probably use to explore their intelligences further. Also we are a developing country. So we cannot expect our scientists to be involved in experiments and explorations that the scientists in western countries can indulge in. They have to be involved towards the progress of the country - that's what they did so much of studies for. And those who have studied for earning lots of money - well they leave the country for the leisures that jobs in western countries can give them. So don't underestimate the store of knowledge that the country has - we just need a lot of resources to create a huge brain-wave. And yes remember one thing - it is the Indian scientists that form the back-bone of great organisations like NASA.

honestly there`s nothing called quality scientist as a quality person can only be a scientist who is an expert in his field,which means he is man of discipline.as far as India producing quality scientists is concerned we need to discipline the way they are made, we need to make sure we give chances to a person for him to come up and think innovation's.
I read somewhere a person blaming his parents for being a thief, this is an example to say most of the person is made when he is a kid. Let our kids be given chance to think, encourage their subtle ideas give reasons to them why their idea is a good idea. When necessary care is taken in bringing up children in India we can bring-up many quality scientists.

Indian Govt. should facilitate centres to learn basic science in all panchayats. These centres can utilise the services of retired teachers, engineers, scientists and agriculturists to imbibe the science in young minds.
