First of all, do you get any error messages when you try to reinstall or does just NOTHING happen?
Second, have they been sued yet? Emule for example got sued and therefore released a so-called 'update' which, when installed, actually un-installed emule and all of its components. All downloads of emule were then made redundant. Even if you find an installer file to download it, the additional files which the installer needs to download when it runs are no longer available online. Hence any attempt at re-installation fails.
Third, have you recently removed any spy/adware from your computer? Many p2p programs come bundled with adware, and when you try to remove this with ad-aware, spybot or any other antispy/adware program, the p2p program stops working as well...

You might also want to try clearing the install cache:
Go to C:\WINDOWS\Downloaded Installations\ (assuming that C: is your system drive) and look for a folder containing the installation files for limewire and bearshare, then delete the whole folder (not C:\WINDOWS\Downloaded Installations\, but the subfolder which contains the limewire files). I once fixed a problem with reinstalling iTunes this way, the pc was using these old files to install instead of downloading them completely new from the net...

More info please =)
