It generally means that they were socialized in a culture and family that focused on interpreting difficult to explain events as related to the supernatural and magic.

They can still, through logic and reason, develop a less superstitious perspective on life. A friend of mine from the Philippines is going through this process right now. He's beginning to question all the ghosts he thought he saw growing up, and he's stopped believing in the God of his Catholic up-bringing.
