I have an Australian XBoX and a Japanese tv. The picture always skips how can I fix this?

The picture is black and white and skips but the sound is good. It's connected through a transformer so the power is good. I think it's the frequency. how can this be corrected?

Japanese TV does not mean much. If it was made for Japanese broadcasting, then it is an NTSC TV.
Australia uses PAL, so it is possible your xbox outputs in PAL.
NTSC and PAL can't talk to each other.
If it is made by a Japanese company, but you can receive regular broadcasts in Australia, then the problem is elsewhere.

Check if it is possible to setup the xbox to output in NTSC. Otherwise, use it with a monitor (or your TV) over VGA .
