Buy cigarettes - 18
Buy alcohol - most states 21
Get into clubs - depending upon the state, most will allow 18 year olds in, but not serve them alcohol. Some only allow 21 year olds in to aleviate them in any responsibility of underaged drinking (supposedly).

I believe a government issued id - from any country - will do, but you will need some documentation from this country to acutally verify identity. That you can use as well. But while in this country, you will have to follow the laws of this country, meaning that if you are under the legal age for this country, they will not serve you, regardless of if you can drink legally in your country or not.

Cigarettes, 18yrs. Alcohol is 21yrs. To enter a nite club will depend on the state, Some allow "underage" to enter clubs with a stamp or bracelette showing they are not to be served. Foreign IDs I would have no idea.
