Long answer, Putting an ointment on the tail is going to give her another reason to lick at it. Besides which, hydrocortisone is a steroid, and shouldn't be used unless prescribed.
You can use a triple antibiotic ointment such as neosporin, but you'll need to either put a bandage on the affected area to prevent further licking, or better yet, you'll need an Elizabethan collar.

Yes, externally. Just watch to make sure she doesn't eat it...I mean a LOT of it. If she licks some, it will not hurt her. I had a rat with a wound and I used it on her, so a dog is not a problem. Good luck.

Try over the counter Triple antibotics- It sounds like your dog is allergic to flees-- give him pieces of raw garlic in his food

i'm not sure about the cream, but i wouldnt recomend putting something other than what your vet said, but another suggestion is to put an e collar on her to stop her from biting. you can get them at petsmart

Well you can, but it wouldn't be effective, because animal pores are much bigger than human pores, so it would be absorbed much easier and have less of an effect, so you might want to stick to an ointment instead.
