This seriously cannot be answered, as someone who has explored the world of cologne for quite some time, there is no "best cologne". However, some colognes stand out more than others. I can recommend to you a site that holds voting each year where men and women vote for the best colognes and perfumes.
Different smells do it for different people, in the end, most men want to smell good for other women. Classics may include (but are not limited to): Dolce & Gabbana, Green Irish Tweed, Acqua Di Gio.

Axe is good in small proportions and Kirra from Pac Sun is amazing. It's such a turn on! What's not is when any cologne is over used so be careful.

The best cologne ever is Joop Nighflight!!! MY FAVORITE and BEST next to Tommy Hilfiger, my bf has been wearing it for years!!! Smells great although I also really enjoy Sean John's Unforgivable.

Being an old 'person' I remember "Acqua" velva
cologne for men smelling really great, I think it is
still sold, it smells nice w/o being 'overpowering'
like some are.

Quattro for Men...by Mary Kaye is what my lady really likes and she is weak whenever I wear it....she tries to get me to wear it all the time.... Woof! =)
