It depends. I guess when they no longer make you feel good or become irritating or monotonous or too needy. But turn away with class. Just walk away or say "Sayonara" firmly and go! No need for histrionics or aggression. We can all use our intelligence. No need to contribute to the "goon" antics of others in the Universe. Let's all have more personal pride. Don't join the ranks of the creepy crawlers of humanity. We have enough of those! Let's rise above and use our brains rather than our brawn! I'm not quite sure what you mean by "flip someone off". Turn a deaf ear? Anytime you need to, but use your better judgement as to how you go about it!

There is never a right time to flip someone off. A smile is actually the best way to go. Try it. I mean, if you cut someone off (accidently of course) and the person you cut off "smiles" at you rather than flips you off, doesn't that just make you feel more horrible cause you did that to them? Now put the situation in reverse... See?

Road rage is the best time...however, there's always the chance they may be a little vengeful and run you off the road... so the right time is NEVER!!!
Besides, you never know when some little 3 year old is going to see you and attend a wedding ceremony and proceed to show off their newly learned skills...
