Contact your county department of Health and Human Services... or welfare as called in some cities. They have free clinics around town.

need be go to the emergency room of a public hospital........they can treat an infection if the person has one, or give them pain killers if they need them and some of the hospitals have a dentist on call for emergencies. If you are in a larger area see if there is a dental school near then might help as well

Well, you can look for a social services clinic in your area that cater to the homless. I work as an economic development intern and I know that the Stew Pot in Dallas provides services like dental care so research facilities in your area. Post your location and maybe I can help as well.
