Just a different way of classifying a minor crime.
A rough example: You toss a bag of trash out of the car window; charge - Littering - low end of the scale.
You dump a load of trash out of your pickup- still Littering but much more serious, a class A misdemeanor.
You dump toxic waste - Felony crime.
Penalties for the higher misdemeanors are stiffer.

The highest level of misdemeanor offenses. Misdemeanors carry less than 1 year imprisonment in the county jail. The maximum fine differs across jurisdictions. The A or B classification tells you what the max penalty is for that offense.
