The center nut is as tight as I can get it, but the cotter pin is missing. I believe this is also causing my brakes to drag. What do I need to do?

By the way you describe it it sounds like a redneck last had the car and fixed it.
There should have been a locking ring that holds the nut (or a castle nut) and also has multiple grooves for the cotter pin. The centre nut is just not tighten on...(not on any car)
Ask a dealer or a autoparts shop about it.
To fix.
First things first. Block the other side of the car(both sides of the tire on the ground so it won't roll forward or backward) Take off the parking brake. Jack up the troublesome wheel into the air and block it up.
Now move the wheel-rolling it forward and backward to see it the brake shoes are contacting the drum. If not, good. If the shoes are rubbing, you need to release the cables on the parking brakes from the inside of the car on the parking brake handle. As soon as the brakes do not contact the drum then see how the drum wobbles. It should move back and forth, but only 1/16". If you got more, yes the centre nut did back off alot. That is what the cotter key and nut locking device is for. You should really now back off the nut completely and pull off the drum to check the outer bearing for breakage and for brake shoe damage or drum damage. If all looks OK, reassemble and grease up the bearing with wheel bearing grease and tighten the nut up until it stops and then back off 1/6 of a turn. (This backing off leaves room for the grease to get on the spindle and on the bearings.) Now, go inside the car and put the cables back on the parking brake and tighten them up evenly. You should get to a point where the brake shoes are just touching the drum as you rotate the tire in the air. Once there....you are adjusted about right. Let the tire down.
This adjustment also affects the travel of the brake pedal.

Take the wheel off and chech the brake drum screws

this car is a rear wheel drive, need more information about the problem

take it into the shop and have it fixed. and i would not be driving it as the wheel will eventually fall off.

try having your tires balanced. Or you need a new wheel baring or hub.
