There are so many to choose from. A few of my favorites are Commanders Palace, Arnauds, Galatoires, and Nolas.

Tea at the Salon in the Windsor Court Hotel. They wait on you hand and foot. You'll love it. Tea assortment, finger sandwiches, scones with assorted toppings, pastries and chocolates, chocolate covered strawberries, excellent service.

Make your reservations ASAP! They book up fast.
Some people dress fancy, some dress in clean, neat shorts, but the place is beautiful, quiet, peaceful, and there's either a trio or a harpist playing soft soothing music in the background. It's a lovely place to relax, and romantic, too, yet families or groups of women have wedding showers there.
You'll really enjoy it. If you ask when you make the reservation, you can be seated away from others, if it's crowded. You can have a table, or be seated on one of the sofas or fancy wing chairs.
You can also have a "free" tour of the museum upstairs afterwards, however, a tip is expected after the tour. Doesn't have to be much.

When visiting New Orleans, no visit is complete without a trip (or many) to NOLA in the French Quarter. As a matter of fact, when I turned 30 we went to New Orleans because there was no place else in the world that I wanted to eat. It is owned by a celebrity chef, Emeril Lagasee (sp?) and I would not call it touristy at all. It is nice without being stuffy.
Have fun in your dress, I'm sure you'll turn heads!

I would reccomend another restaurant, but it seems you've gotten already so many good answers. What the hey, I'll throw these in anyways - Clancy's on Annunciation and Adolfo's on Frenchman. Adolfo's isn't that fancy, but very romantic. I don't usually go in for some of the more popular fancy jernts - not to say they aren't great, I just don't get to go too often.
So, happy dining and I hope your evening is a romantic one, but do you really think it appropriate to wear a pink dress? I know last time I tried to pull the whole role reversal thing, my girlfriend was NOT amused. (jjing)

This funky neighborhood mainstay on the outskirts of the French Quarter serves as brass band headquarters, playing great music. SUPURB for the romantic in you.
