If by "cry," you mean "make sounds that are similar to a human baby crying," then yes.
It's possible that Penguins cry. It's sure cute and heartbreaking to think they would. But crying is human. Nobody can say whether or not a Penguin cries like a human cries. They can only say it SOUNDS like crying.
People cried when the penguin lost it's egg in "March of the Penguins," so they remember the penguin crying when all it did was look at the egg.
People attribute human characteristics to penguins when they can't prove those characteristics exist. It's called anthropomorphism -- attributing human characteristics to something that is not human. If you ask me, anthropomorphism comes from watching too much Disney.

If you're talking about crying from feeling sad, then no. Only primates and humans actually cry and shed tears. Other animals simply express pain through making noises. So, in theory, I suppose if a baby penguin were scared or hurt, it would make noises as a reaction. Mostly these noises are made by animals to alert others around it that something bad has happened. Penguins are not capable of the same complex emotions that primates and humans are.

It is hard not to impart human emotions on animals, especially when we find them adorable.
Historically, scientists have said that animals don't experience emotions and that we only anthropomorphize them, but in recent years animal researchers say that this isn't the case.
Animals do not experience emotion like us, but YES they can experience emotion. Some more than others, usually mammals of higher intelligence. When the penguin in "March of the Penguins" loses her egg, she makes a keening sound that she only makes in the film when events of death occur. That is the only time they are heard making the sound. One penguin father or mother touches her egg with her beak, moves it up and down, at one point tries to scoop it back up into its pouch and makes a keening sound that sounds like yes she is experiencing some kind of sadness over the death of a chick. Another instance is when the penguin mother loses her chick and tries to steal another mother's chick, she also makes the same keening sound.
Elephants are known to stroke the bones of their deceased. They recognize the bones of dead elephant by scent and sight and they roll them with their trunks and hold them, in what appears to be recognition of their mortality and respect for their dead.
I posted some links about the study of animal emotions, I hope that they help.

Yes they do, if they lost(dropped, cracked, etc) their egg or if they do not see their mates come back from feeding. I suggest you watch The March Of The Penguins. Maybe even watch it a couple times(like I did to remember things like this)
