Oh, it's before that movie.

When a ***** gets outta line (a "ho", a "trick", whatever you call her/him), you gotta use your pimp hand to slap a ***** down.

Pimp glorification started, oh, I guess in the 70s. The first time I heard it was in a Snoop Dogg song, "My pimp hand is way strong." He was a pimp at one point.

It's from Date Movie and it means when pimp's b*tch isn't listening, to keep your pimp hand strong A.K.A slap her.
