If you buy an old, pre smog requirement car, (1940), with no motor, and bring it to California, and it is otherwise all legal, can you get it transfered and licensed?

No, of course I'm not going to push it down the street, but I would like to get it all street legal and ready. I just can't afford the motor yet.

well when I brought my car to CA, (whole) you had to register it, part of registering it was to have the VIN certified which means making sure the frame matched the engine VIN. without this you can't register the car. So I imagine you will have some problem in this arena. the following two links have all you need.

Why would you want to license something that doesn't run an may not for a couple of years.All ya got to do is get the title transferred and someone like a dealership to come do an out of state inspection on the vin #. Then get it all fixed up and license it then Save yourself some money unless,do you have to park this car on the street? Otherwise ya don't need a license tag. Oh ,GOOD LUCK ON YOUR PROJECT.

You can transfer ownership, but can only register it PNO. (planned non-operation)
