Just... ask... him.... "Hey.. I'm going to this dance, and there'll be lots of women.. and I'm supposed to bring a guy... and you're a really good friend, so would you like to join me? It'll be fun.."

First of all, you as a woman should never ask a guy out on a date. Furthermore, offer to pay. This guy will not take you seriously romantically. Sure he may say yes to get a meal and whatever comes along with the meal. But in the end, you have taken away his man given need to chase and conquer the woman's heart. It will not go well in the end. But if you want to take your chances, go ahead. But I warned you!!
