Our female English Shepherd used to hump our full grown male Rotty when we first brought her home from the pound.(she was 3 months old and weighed about 20 lbs)
She was trying to establish dominance. When she finally relaxed and learned that she was NOT the alpha dog, the behaviour stopped.

You don't say whether it is male or female. Female dogs will do this to establish dominance, not always as an expression of excitement.

It depends how long you the dog if it for a while and it had this problem ask your vet

my dog did the same thing until we got him fixed. if your dog is already fixed maybe you should talk to your vet.

your dogs in heat, get him fixed
