Your children cannot become US citizens overseas. They can, however, benefit from expeditious naturalization when they enter the US with immigrant visas.
The web site below has a ton of information that you must know. You also need to talk with your nearest US embassy or consulate to find out how to go about getting the immigrant visas: the process varies depending on many factors.

1. They have to be legally adopted in the country in which you are living now under the laws of that country.
2. They must live with you, in your home, overseas for three years after the adoption.
3. After three years you can petition them the same way you'd petition any alien family member using an I-130.

I'm afraid that "dognhorse" (above) is correct.
Did you register the children with the ACS in your host country already? If not, start there. They will also explaint to you process for them to become US Citizens. I wish you would have said the name of your host country, because then I would have told you the phone number of the US Consulate's ACS (American Citizen Services) office near you.
