To be born is to have life. I take this quote to mean that if you arent busy living life, then all you are doing is waiting for death...

You're either living life to the fullest or doing nothing but letting your life waste away until death comes

You are either being busy on find out who you as a person to form your born identity. Or busy trying to be something that you are not. Which is killing you because you are not having fun and making life worth while.

I thought the quote was "You're either busy living or busy dying."
which I always took to mean, while in this body on this earth we are plummeting toward a certain death and during that plummet we are doing nothing but hurtling to that death or during that time we are busy involving ourselves in the things which come our way.
We are either living our lives to the fullest, squeezing every bit of life out of every moment or we are rotting before our time.

Life is an action word which means we are always moving in one way or another. When we are fully awakened to the vast opportunities that life has to offer and take whatever risks deemed necessary to improve ourselves as well as others we are being constantly renewed but when we become self-absorbed seeking only the things which benefit us individually, we are dying in our own selfishness. I believe we are here to benefit mankind, each of us has a special purpose or mission to perform and I hope I am fulfilling my preordained duties with excellence. To be busy being born or busy dying is up to the individual. I "choose" to continue in my busyness of living, and living bountifully!
Remember the old expression "Everyday is a new beginning".

Once you come into existence, you're "working" to get born. After you're born, you're techically dying until you eventually are dead. It just takes awhile.

All of us are continually growing, developing, changing, becoming -- if we choose to. Otherwise, you're just waiting to die, and pretty much wasting your life.

I think that's Bob Dylan, if I'm not mistaken.
