It means there is a bad connection (loose wire or bad solder joint) that is not present at all times.

Open Circuit = Current path Connection has opened
Intermittent = Comes and goes

This can happen when the circuit (or PCB) flexes and parts without good solder joints separate from the pad they are normally in contact with.

With regard to electricity, intermittent means not all the time and an open circuit means no current flowing.
