You can't walk and there's no one to scrounge off.

Do not be tempted to go for one of the unofficial taxis in the terminal...they are all a rip off.

The cheapest way is to go on line and look for 'transfers' from Newark. There are several companies that operate mini bus transfers. It is usually about 10 to 15 dollars cheaper than a yellow taxi.

Personally I always get the taxi from the official rank, though remember if you get a Newark taxi as opposed to a New York one...you will have to pay the return tolls as well as the fare!

I believe there is a bus that goes from Newark airport to Times Square. A bus would be the cheapest form of transportation you could find and would probably cost about twenty dollars.

There is a bus (Newark Express) that drops you off at Union Station, then you can get a cab or subway

Best way is to get a train to NY Penn Station, then walk the six blocks or so from there.

Don't know about the cheapest but the best is a cab. Quick and easy and (I think) a fair price.

Steal a car. Fast, convenient, door to door, no parking problems, and twock one with a full tank and it'll be free.
