The only way you will avoid paying tax on a new vehicle is if you have a winch fitted on the back of the car for a wheelchair.

Why have I been given the thumbs down for this answer?? It's a FACT!!

I have a relative who is disabled too. As she gets Disability Living Allowance(DLA) and Mobility Money she is entitled to to a car which is free and you don't have to pay tax or insurance. She just pays for Petrol.

You must be in receipt of the Benefits before you can claim the car and you must have been driving for a certain amount of years too. For more information go to your local Job Centre they will have a vast amount of information to help you. And if your not all ready they will sort out your Benefits too.

Also go to your local Citizens Advice Bureau(CAB) they will also help too.

Are you getting a car through motability?

If you are, go for the 3 year contract hire option and the tax and insurance will be included in the monthly payments.
Also depending on what car you go for you might have to pay an advanced payment. The amount of advance payment you need to pay will depend on what type of car you go for.

A quick trip to your local DVLA will sort it out they can change it there and then i recently bought a car that was registered disabled it took them 5 mins to change it back to PLG i'm sure it would be the same vice versa. just take proof of your disability entitlement :)

You will have to contact the local authorities, with you being disabled are you registered so? I might be wrong but motability might be able to help you regards vehicle use and taxation, try your local citizens advice bureau may be able to help.
Hope this helps.

Your BEST resource on a question like that will be the dealership you are buying from. If you are timid about getting haggled into something you don't want or would like all your questions answered before you walk in the dealership, I would recommend any Saturn dealership, they are great with answering difficult questions
