If the dog is killing cats, he has what is called a high prey drive. That will likely not change, although may desensitize over time.
A dog who bites it's handler could do so for a number of reasons. If the cause of his aggression is not neurological, in the hands of an experienced handler, yes he can change.
If you're not experienced, call in the help of a professional. Look for a behaviourist in your area.

The aggression can probably be corrected through intensive training with a VERY good trainer. However... I seriously doubt if the dog will ever be able to be trusted around cats. It might be trainable (again, with a GOOD professional trainer) to leave the cats alone... but I'd never leave it alone with the cats!
It won't be an easy task though, that's for sure. It will take a LOT of committment from you... both financially (good trainers aren't cheap) and emotionally.

I am going to assume you haven't found the dog wandering since you know its history.
Firstly have you got the time to work calmly with the dog to stop these negative issues? If you have and you are willing to put in a lot of time and effort then with the correct guidance and advice there is no reason why these behaviours cannot be controlled.

A lot of dogs will kill a cat if they are not brought up with it. That is a natural thing. Nothing to keep you from keeping it.
Springer spaniels are usually gentle. Maybe it was just that one person that he disliked.

I seriously doubt it. I have known several other Springers that have been vicious. Don't know what's going on with that breed. But, I would not keep the dog.

Dogs don't change too easily. If the dog is dangerous, keep it on a muzzle and don't let it off the leash unless you are sure it is timid. PS, if it's old then no, it wont change.

is he a golden/orange colour as they are known to be nasty. i don't think he'll change but for the dogs sake i hope he does.
