Because he's a puppy and puppies pee a lot. You probably peed on a few people too when you were 10 weeks old!
Limit his water intake - Take him out about 20 minutes after he has a good drink. Don't leave the water down till he can hold it longer.
He's way too young to be marking his territory, if that's what you're thinking...

He is fearful of his scent being picked up by the 'boogieman' outside.
He pees in front of you, his protector, to feel safe..
Huskies harbor a great number of instinctive behaviors, and this is something done by wild canines. Their moms will lick it up, and then pee over it, so predators won't know there is a helpless puppy there.
As he becomes more secure and trusting of you and his surroundings, this behavior will change..ONLY if you don't make a big deal over it or scold him for it..Scolding will slow down the process, as it makes the function all the more traumatic..
Try to stay out with him until he pees, and then only give gentle praise, and play a bit before rushing him back in.
Do not limit his water intake.. that would really be asking for major health problems..

maybe stay outside with him longer. he's a pup and still learning, when he does this scoop him up and take him back outside. make sure you praise the heck out of him when he does go potty. be consistant and patient.

maybe keep him outside longer. give him a brake just a pup. my old dog does the same thing so we keep her outside longer. wen she pees in the house we put her straight outside. maybe u should try it, after he pees take him outside to tell him that it is bad to pee in the house.

i have heard of puppies and dogs peeing on their owners for neglecting them. Not being home and spending lots of quality time with them will upset you dog.

Call a vet. He may have a bladder problem. He is just 10 weeks.. There bladders are really small yet.
