I dont know about Spain but my friend skipped out of America without paying a traffic fine. He returned some years later and was arrested at the airport. I would pay it.

Span ? Spain maybe. I would worry about it unless you are going back to Spain. I don't think they are going to cross the Atlantic to apprehend you for a speeding citation

Assuming you are British, there has been a bit about this recently in the papers. As we are part of the E.U. they are now going to persue motoring offences in all member states. So you will be stuck with it.
If you are American, well hell No. They don't take any notice of anything...

I think they just take it of your credit card, which they have details of when you hired the car.

depending on your hire agreement you may find they have reseved the right to debit your credit card for the amount legally due.
