You made two comments, I will answer the first question, ignoring the comment. Since it did not make any sense to me.
I responsible spender is one who pays his bill first, and puts a little back for saving, and then if there is any left, spends it wisely. A Cheapskate, would leave their money in their pocket, and expect you to pay, they would eat at Mc Donalds and not at Outback. They would say how poor they were even if they had a pocket or bank account full of money. Pay attention: When they went out to eat, and they split a meal, they would divide down to the penny what they wanted to pay, they would count pennies out for a tip and tip onl the min amt or nothing. They would not buy you a drink or a meal.

A responsible spender looks to get the most for their money. A cheapskate is willing to go anywhere for a cheap price. Say someone takes you out to a nice restaurant where the prices are cheap to moderate, it was well worth the money, whereas someone cheap will take you to a place where the pricing is still cheap to moderate, but the food and service are sub par. I am a responsible spender because I know how to budget, and I read restaurant reviews so that I know where I can get the most for my money. There is nothing wrong with being a responsible spender.

Here is the difference. You are out to dinner with a friend
You carefully look over the menu. Your selection is not only based on your want but on price as well. You are a responsible spender. The waitperson has brought the check. Both meals are included in the bill. Your friend allows you to pay the tab without even offering to participate. Your friend is a cheapskate.
P.S. Don't go to dinner with your friend again!!!

I think that a responsible spender would spend within their limits and have a budget which they are capable of restraining to, give or take a bit - like they arent absolutely crazy if they bought a 50 dollar tshirt just this once. A cheapskate makes a lifelong habit of only buying the cheapest of everything to avoid spending even a penny more than they absolutely are forced to and wont buy anything that isnt essential.

A responsible spender thinks before they spend. A cheapskate thinks about how to get other people to spend money on them and never spends any money on anyone else. A responsible spender can still be generous.

A cheapskate mooches off of others and doesn't pay their fare share. A cheapskate will be dishonest and make up excuses for not spending money, or find ways to cheat others out of what is owed them. Cheapskates are bad tippers. A cheapskate values money over friendship.

A responsible spender only spends when things need to get done or paid for. And not the stupid things in life clothes, ipod, **** like that. The cheapskate has cobwebs in their wallet. Does not matter what needs to be paid for they dodge paying for it at all costs.
