If A1 contains the hours & minutes (ie, 2:15) then use this formula:
=HOUR(A1)+MINUTE(A1)/60
Be sure to format the cell with the formula as a number.

example:

hours: minutes: decimal equivalence:
2 15 ___________

for example of 2 and 15 minutes is 2 and 1/4 hours. so
type:
=(hours + minutes/60)

this will give you 2.25
