If he can find an interesting activity or start on a Hobby... building toy planes or stock cars, trains. Something that he has a passion for and can hold his attention stimulating his mind, it will tire him out too. Reading up on the subject. Cartooning, painting, photography, digital photo editing or home video editing...

Try finding a Children's Museum in your area. The usually have lots of hands on activities that are good for the brain and the body. They are not usually very expensive to get into either. Another possibility is to set up a playroom area where he can build forts and do some dramatic play (you know uses some chairs and blankets and make a fort). Also, remember that even though it is cold it is still a good idea to get outside and get fresh air. Just make sure he is dressed warmly with a warm hat, mittens, jacket and snow pants or snowsuit if needed. There is nothing better than the great outdoors to get a kid good and tired! I have worked at daycares and schools and as long as it's not raining and the temp is above the teens the kids go out!

Get a trampoline. They make small kids ones that don't take up much space, and he won't be running around knocking things over or destroying the carpet.

Unless it's bitter cold outside, I would say let him outside. How about a few hours with a playdate?

Balloons, balloons, balloons! Blow them up and let him hit them around. Amazing how fun it is to bounce one back and forth.

Why can't he go outside? Bundle him up and put him outside, he will be fine.
