Emails are hard to decode because you can't see their facial expressions or hear the tone of their voice. If you told her you had a change of heart she may be expecting to hear how much you like her. Who knows?! The only way to find out is to talk with her. Wouldn't she be surprised if you showed up with flowers, candy or a nice gift the next time you visit?! You're aware she's flirting, you're already good friends, it should like the perfect opportunity to start dating. It all starts with friendship anyway--at least the good relationships do. Respond to the e-mail explaining how you would like to talk over .. coffee, tea, or dinner. if you are looking for a less public setting, set it up at your place. don't put much effort into it, just a simple excuse of pizza and a movie or just pop-corn in a movie, let your heart lead you.
Start the convo off slowly asking her thoughts. then insert yours as needed.sometimes there is more to our side and there might be more to hers. just feel her out. take things from there. after all who knows her best... her best friend....

she probably wants or hopes to hear that you have feelings for her,or that your the one who brings it up first or she may be playing the role of :good friends want to know what their friends are going through,and that's all that is in it.
