Remember, that there is no gov't in Mexico, Mexico is run by the cartels, and the cartles run "everyone" in Mexican office. I am not trying to sound like an @ss, but keep in mind that "EVERYONE" no matter the level of office, when ever anyone says that they are going to "clean" up Mexico, is either executed, and sometimes have their families executed, or they disappear, and never to be seen or heard from again. Tell me I am wrong??? I know not the whole country is corrupt, but they are in such fear of the cartels that yes, they have to work and support their families, but no one will raise a finger against the cartels. Mexico lost its country to the cartels many many years ago, with force, fear, and paying out big people in high office to look the other way. Its sad very sad, and even sadder is that in Mexico, there is no middle, you either have money or you don't.

Point taken. Truly corruption and bribery are the normal modus operandi in Mexico. It was truly rampant about 20 years ago when for a few pesos you could have someone shot. No matter what political party is in power, they're in it for one reason and one reason only - money. The fact that the general public has not taken up arms is beyond my comprehension. Maybe its just symptomatic of the average Mexican citizen that is more worried about how he/she is going to eat/live tomorrow.
Perhaps it is more evident in Mexico than it is here in the U.S. At least a person can appear to have money or appear to be financially secure in the U.S. but in Mexico the discrepancy is more apparent than ever. You have those that have money and then there's the rest of them that don't. Slowly the middle class is disappearing and pretty soon you'll have what we would call the elite and the poor.
Imagine, for a minute, that by the time George W. Bush left the Presidency, his twin daughters were the CEOs of two separate Fortune 500 companies with yearly salaries in the millions. Yes those same bumbling stubling, partying twins millionaire CEOs without a day of experience. There would be public outcry from Portland Oregon to Portland Maine and every point in between. The entire Bush clan would be thrown in jail. My point? Ex-President Fox' step-children started their own companies and are now rich millionaires. Yes these step-kids of his are reknown for their shenanigans. When a reporter wrote first a newspaper report and then wrote an entire book as to how the Ex-First Lady cheated, lied, stole, etc. etc. in every possible way to set her kids up, the reporter was immediately ostracized by everyone. Why? You guessed it-the never ending corruption and bribes helped throw dirt on top of this little issue.

I´ll go through your points one by one:
1. I´m not sure on statistics but I know of people in Mexico who have paid corrupt lawyers to acquire fake high school diplomas, birth certificates, etc.
2. I can tell you ALL drivers in Mexico pay for licenses, not due to corruption, but because that´s the law here. No one takes a driver´s test, as ludicris as it may sound, everyone just shows up at the local Transit Ministry office to buy their license.
3. It is common practice for people to tip the garbage men in Mexico, so I wouldn´t call it bribing.
Why are so many people corrupted? Because jobs don´t pay well enough, and they feel the need to. Cops are only paid about 700 dollars a month, and the average lawyer gets about the same. The poor are made poorer by being forced to tip everyone from the baggage boy at the grocery store to the garbage man, mailman, etc because the government and other private organizations are too cheap to pay their employees good salaries. Top senators and general managers, however, receive the big pay and the perks.
It´s a way of life in Mexico and most people have just come to accept it, since many seem to think that it´s futile to try to change anything.

Because the government is corrupt and has been corrupt throughout the history of Mexico. If the government was honest, it would eliminate the bribe and payoff culture of Mexico. Thus one could reasonably say that Mexico is a country whose citizens regularly break the law and think nothing of it. Then when they come to the US illegally, break the law, and when they get caught they think they are being discriminated against.

Mordida (that may be misspelled).is a way of life in most all 3rd world country's.Mexico is not a poor nation.In Mexico only the POOR have a bad life.The wealthy live in unconcealed luxury.They acquire this wealth on the backs of the poor workers
The government takes everything and the poor get nothing.
Bribery is a way of life in a lot of nations.Ours included.It certainly doesn't make me proud to see the money the lobbyist give to our congressmen and senators .They are also bribes,just done in a different under handed way..Mexico pushes its poor to the US ,it fills their heads with how great Mexico is and how Mexico once owned the southwest.They teach in the few schools they have that the land was stolen and belongs to them.They are brainwashed by the government of Mexico with all this BS.
They aren't told that the Mexican Army was beaten all the way back to Mexico City by the American troops.
Bribery /mordida is a way of life in Mexico.

Because the majority of their citizens never go to school, they live in extreme poverty and their government don't give a hoot about it. The only thing that the Mexican government worried about is what the US government do with the illegal citizen that are here in the USA. About their citizens in Mexico they don't care or do something to better their life. The poverty of Mexico is about 80%, education only 10% go to school and less than 3% goes to any College for a higher education. So the best for them is to be in the streets and become "sleazy in order to survive with out work. It's a tough life for them but they have to demand from their government better conditions, which the people don't do and become acquiescence to being poor and come to the North, no matter what or how.

I think we you live in a country like the US where there is a good economy and respect for individual rights, criminals can't get away with crimes because there is a lot to lose in the U.S. In Mexico, however, where the average pay is less than $1/hr and people struggle just to eat, people will do whatever to get more money. This is why police are corrupt because they have nothing to lose. Robbery, kidnappings and murders are sometimes a desperate plea for pathetic people to get by in 3rd world countries.
Fake documents are commonplace b/c people use selling docs as a negotiation tactic and get respect in their specific areas.

OK say you have nothing and i do mean nothing then i come along a say i can get you a better life and get you all the paper work you need to have it all it will cost you is x amount then you can help your family but believe me it will cost you what would you do help your family and why judge when you don't really no i do get so fed up with people who say they no but have only listened to some one bull i think people should find out the facts first hand

Corrupted by the drug-cartels. Drug-cartels get their money from drugs.
I've never been for legalization of any street drug. But, given the power of the cartels and the damage they're doing, the concept of a license to use, acquired after taking a series of classes and passing several tests showing that a person knows what s/he is doing to his/her brain and body, and THEN only allowed to use at government regulated, walled-in clubs and terraces - that might actually be worth it if it would re-route drug profits to our anti-illegal drug agencies and away from the cartels.

Because they are lazy down there. It is the fault of their government for allowing them to remain that way. And now those people are trying to bring their corruption to the U.S. though illegal immigration. Our government has a decision to make. Either be corrupt like the Mexican government or deport the illegals. The Bush Administrationn and the Democrats are trying to stradel the fence, which is a monumental mistake.
