Did she vomit from eating a placenta? Did she chew the umbilicle cords? If she is paying no attention to them and didn't clean them or cut the umbilicles you need to get to a Vet ASAP. Especially if they are not nursing.
I use a dry towel to help clean the pups I have had. Mommy always did a great job though, I just helped get them dry. Not all mom's eat the placentas, but if she didn't remove the amniotic sac (membrane) at all or sever the umbilicle there is a dire emergency. When cleaning the pups you want to rub vigorously, but not too rough; this help stimulate their breathing. I really can't walk you through this on Q&A if there is a problem, call a vet and get someone live to help...
If they don't nurse for 2 hours that is also an emergency... make sure you have a few bottles on hand and some Esbilac or other brand of milk replacer... do NOT feed cows milk to a puppy.
It's also a good idea to get a small scale (size depends on the breed.) You'll want something that can accurately measure their current weight and has a max of about 10 times their current weight. Make sure the pups are gaining weight every day. It can be tough to judge by size if a 400g pup loses 20g of bodyweight, yet that would constitute an emergency.
If you don't get a scale at least make sure the pups are nursing every two hours, and make sure every single pup gets time on a nipple... More than three hours go by with any pup not eating, bring out the bottle and consider calling a vet.

You dog was probably sick while giving birth, be sure to call your vet about her vomiting and her inability to take care of the puppies. You don't want her to get sicker or to pass something on to the puppies.
The puppies don't still have membrane over their faces, do they? They cannot survive that way. I have had to manually remove membrane from a kitten's face because my cat was simply too tired after the birth (it was her 5th kitten--this was long ago). I just used clean hands. Also you can stimulate them to breathe by taking a clean washcloth, perhaps slightly wet with water, and rubbing their bodies and faces very gently. I wouldn't use commercial soap yet--they're so young it may harm their skin. Again, call your vet for any recommendations on soap products safe for tiny puppies, but the clean water should do a good job. Or even Cetaphil lotion, since that can be used even on human babies' skin. Good luck!

Try to encourage the mom to clean them. She may have thrown up earlier from the process of birthing them. If she doesn't, then you can get some puppy wipes at a large pet store and wipe them down with that. Or if that is not available in your area you can get a soft and absorbent towel and dampen it a bit with tepid water and rub the pups down. Just make sure they are warm afterwards.

Use a soft cloth to wipe the puppies clean. Take some floss to tie off the umbilical cord and then cut it. I would also call and just ask the vet what you should do because that's how the mommy dog starts the bonding process with the new babies.

Use a clean "dry" cloth such as a wash cloth and just wipe the membrain around the nose and mouth first then the rest of the body, if the mother is not licking the pup you wil need to rub him to promote breathing and circulaiton. The umbilical cord should be tied off with a thread 1 inch above the belly and cut off beyond the tied.
Place him by his mother for warmth and he should begin nursing.

no yet save the different dogs away,mom will experience threatened,and she or he desires to be calm for the time of her whelping i does no longer enable the different dogs any the position close to the pups for 3 weeks ideal off,then slowly see if mom helps the different dogs to also be interior of a similar room because the pups I actually have continually saved my different dogs faraway from doggies,about 5 weeks even as the pups have extra power and play,then I enable the different dogs connect,yet when mom looks traumatic,I minimize the time the others are allowed,wish this helped

likely you don't need to do too much, as the mother will do most of the work.
if you want you can get a clean warm washcloth and sort of rub them down a little bit... but you shouldn't need to do too much.

Just use warm water on a wash cloth, there is no need for anything more. But mom really shouldnt be vomiting, so if she still is you need to call your vet asap.

Just wipe them off with a towel, if you want to be really kind put the towel in the dryer to warm it off first.

She will take care of them, just give her time. Only assist if a puppy gets stuck or is not breathing, let her take care of them.
