I need ideas for my son and his fiancee to mark their engagement. Something permanent, not cash, not photographs, not a w/end away but a gift. Please help. Thank you

It depends on their needs. I would probably skive off and ask them to give a few ideas. They will know your budget as well.
Cutlery
Nice ceramic tea set
Serving tray

Although you mentioned "not a photograph", my suggestion is more than that....

Go buy a nice stirling silver picture frame, have it engraved with their names and the date he proposed. Then pay for a professional sitting fee and have portraits taken. Put the nicest photo into the engraved frame and it's something they can cherish.

Then when they're married, if they choose to have a section of their home with wedding memorabilia, they can add the engagement gift from you to the collection; and then add more in future if they have children and as their family grows.

The best thing to mark their engagement would be a small get-together. In this way they can invite friends - and so can who - to hear the good news in person.

People remember an event more than a present, especially if it is done with love. And it doesn't have to be fancy, just have a few people over to your house with some finger foods.

Congratulations!

I don't know how crafty you are, but, a book of family recipes is a wonderful gift for welcoming a new person into the family. Collections from as many family members as possible, and there are places online (scrapbooking and publishing) that can make it into a hardcover book if you wanted to. I think its nicer if its hand written and with a photo included.

A wonderful accent piece i.e. vase, mantel clock, something along those lines.

I would say pay for their engagement photos and then get them a nice frame..but you don't want to do that.

Buy some stock of a up and coming company (like Apple Computer or Comcast) for them...a way for them to learn how to invest in their future together as a couple.

or you could just get them tattoos! that's mighty permanent!

I know you don't want to get them photographs but a neat thing to do would be to get them a quilt that has pictures of the two of them on it and the engagement date in the middle.

Well........you will need to put-on-your-thinking-cap!
As you have left no clues, so can't really say?
You could post this again?....but! failing that, just think on what they BOTH like and put something together, for them....that
has a great deal of meaning?
If they like camping...a nice tent.
Or if they have a nice car...something for the car.
Or If they like to stay home, a bigger t.v....nice rug?..or even
something....they would not buy-but need.Often, people
would love something 'special'...but would NEVER buy it!
They look at it as a waste of money.
But...you can maybe...seek it out for them.

In my family, we all pool our money and buy the couple china and chrystal. Take the bride to be shopping in a shop with plenty of variety and see what she likes.
