The law is age 18 or with parental consent. And you're lucky that OK just passed the bill for legalization of tattooing last year, otherwise you would have needed to take a trip out of state.

Yes you could, but don't do it. It's such a tired fad that it's not even funny or cute anymore. Besides, you shouldn't even consider it while your skin is still growing. It'll only deform the artwork.
