The lower half of a woman's body is where the majority of fat is stored and the thighs are the hardest to lose because that is where the most fat is. You really need to check out the websites I've given below. They are great exercises that do work!

If your prepared to do it running up stairs is the best for your butt and thighs but obviously challenging, even a step up, you know the ones they use in aerobic videos you can do that at home in front of the tv if ya want, bicycle riding or gym bike, squats has been mentioned, anything that makes your legs to right angle of your body ( L )shape, hope you know what i mean. Walk of an evening after dinner (if safe to do so in your area), even just a 20 min walk around the block each morning or evening. Have fun hope you're looking hot for that holiday..

For toning, I would recommend lifting at a moderate weight with high reps (4 sets of 15). You can do leg curls to tone the hamstrings, leg press for the quads.The hip abductor and adductor are also great for the outer portions (hips)
I would also recommend using the elliptical (20 minutes) without using the handhelds, this will force you to use your legs more.

it's called "the chair" - you lean up against the wall and then sit as if you are on a chair, only there is nothing under you. your knees should be bent in a 90 degree angle. Hold that position as long as you can and work you way up to 2 min.

If you are a member at a gym try the stairmaster.If you don't do the gym thing I don't know what to tell you.I have bad knees so I wear knee braces when I do my lunges.You can buy these at any drug store or work out store.

Get on an eliptical (i think thats how you spell it) machine or pool exercises which are really easy on the knees. They allow for a more "free" motion and apply all the pressure to the knees

I actually have a full workout plan that can be used for cardio and toning or just toning.
I developed it specifically so that you dont just have to do lunges. There are a variety of lunges, but there are also a variety of other leg excercises you can do. Dont limit your self to just one of them!

Try power yoga. You'll tone and build flexibility all over your body. It's awesome and body changing. I love Bryan Kest's dvds.
