You could take his temperature. This is usually done rectally, so you'll want to have a thermometer specifically for your dog that you will never use on a human. Also, be kind, if it's a small dog use some lubrication.
Normal canine temp is between 100.5F and 102.5F. If his temp is outside that range he is probably sick and you should consider calling your vet. Also, if he has other symptoms like caughing, sneezing, vomiting, diarrhea, labored or noisy breathing, lethargy, or just looks ill he could have something.
Bascially, other than looking sick his temp is the best way tell.

runny nose,discharge from eyes, many symptoms, but you need a vet to make sure it's not more serious
