The only way to make you waist smaller is to lose weight. You do still need to do some crunches, but that alone will not make it smaller. Eat small, regular or low fat meals and never eat after six o'clock and you will lose weight and start to see your abs. Any exercise will speed things up.

Well you cant loose weight just in whatever spot you want to, but you can prepare your belly for when the weight starts droppin from it.
Do toning excercises and light weight training to keep your stomach looking great, so that when the weight is gone you have strong muscles backing it up.

You can do these excercises at home:

THe Captains Chair
The Vaccum
Dumbell Bends
Seated Cross Over
Leg Ups
Power Plank
And The Killer Wheel
Check out the website for examples of how to do them in full detail

Crunches, crunches, and more crunches.
The only wittliing that you can do is cardio to loose the fat covering the muscle.
You can also build up your upper body (chest, shoulders); by doing so it will make your waste appear smaller.
