Well it could be one of three things...
A.) He could be caught in a daze. Sometimes Ill be daydreaming and when I come back to reality to realize that I had been staring at someone the whole time.
B.) He is physically attracted to u and likes to look
C.) If u have been friends with him, or talked a lot, and hes staring, then he really could possibly like ya!
either way, talk to him about it. or just have fun with it and flirt back!

well maybe and maybe not he couls either be leading you on or he may actuallt like you if he likes you he will come up to you if he doesnt he is just gonna kepp staring in your eyes so be patiet and you will know how he really feels.
