I'm a Father of four. Put the gates at both ends of the stairs.
Then if you have the time; watch to see that they haven't figured out how to unlock or pull them down. Children are like little monkeys. They have all day to figure out how to get past any safeguards you may use to keep them from injuring themselves.
They will watch you when you open and close them. Soon they will understand how to operate them. Safety gates are only one of a multitude of worries you are going to have to encounter.
Children will keep you on your toes.

i personally have a gate at the top and bottom. Since the baby will be spending time at bot loccations (livingroom, beddroom) i felt it was best just to get too. I bought one that skrews into the wall for the top of the stairs and a regualr one for the bottom. this way i dont have to worry, if hes i the living room, i just put the one at the bottom up...and if in the bedroom, the one at the top. you might be able to just getaway with one if you dont mind dragging it up and down the stairs al the time.

Both, once the child is mobile. You don't want the kid to be able to crawl/walk up the stairs from downstairs only to tumble back down, and you certainly don't want the kid to take a fall from the top of the stairs, especially if he or she can climb out of crib or bed at night. If you have the kind that locks into place but can be moved (not bolted into place), you can always move it depending on whether the child is up or down stairs.

Well, if you need to prevent the baby from going up the stairs, you put it at the bottom of the stairs. If you are upstairs, and need to prevent the baby from going down, you put it at the top of the stairs.

Both, unless you want to move just one gate from the top to the bottom every time depending on what part of the house you are in.

It depends where the baby mostly is going to be, put it so the baby can't even get on the stairs!!! So if you are mostly up, then put it on the top. If you mostly are down, then put it on the bottom!!

If you put one at top make sure its atleast 36 inches tall, and one that MOUNTS to the wall with studs and screws and has a COMPLETELY child proof latch. And always be upstairs with your kids when the gate is in place.
Otherwise, keep it at the bottom.

Both, and make sure that the baby gate has some kind of latch and can't be just pushed out of the way.

BOTH.
And try to get one that when it opens, it opens as a solid or as near solid as possible.
Make sure the child is not able to squeeze through the openings or be able to climb over the gate.
Have it installed so that the latch is on the INSIDE,
OUT OF REACH of the child's hands.
DON"T UNDERESTIMATE THE INTELLIGENCE OF YOUR CHILD in being able to SOLVE THE PUZZLE of the latch
and DON'T OVERESTIMATE THE ABILITY OF THE LATCH TO BE CHILD-PROOF.
