The most romantic dinner for me would be a homecooked meal. If you are not a cook, consider ordering takeout from a nice place. Have someone come over and cook even. I would stay away from the super busy restaurants. It wouldn't feel comfortable or even romantic. Have a picnic by a lake. Epcot sounds like a good place to go too. My other suggestion would be to take your time with the evening. Make her feel like it will never end. :) Buggy ride afterwards could be nice too.

EPCOT in Paris is a great suggestion. My favourite would be Ristorante Tuscany's at the Orlando World Center Marriott though. Very nice and very romantic atmosphere.
