So far the only mods are a Holley 575 single pumper 4bbl carb, a Holley Dominator dual plane aluminum intake, a 1 inch carb spacer, a 3 row crossflow radiator, and a flex fan. It is a 302 block with 289 crank, pistons, connecting rods, cam, and heads. This will be for a 1967 A code mustang.

Depends on how limited the budget is. Are the stock exhaust manifolds still on there? If so I would swap for a set of long tube or shorty headers, duel 2 1/2" pipes all the way back with your mufflers of choice. Maybe flowmaster, dynomax, spintech, etc. A set of rear end gears will give you a seat of the pants difference but which gears will depend on the rest of the set up. No matter what you slap on the engien, it will choke if it has stock exhaust manifolds and single exhaust so the exhaust will have to be replaced eventually anyways.

The best bang for your buck would be the gears. I beleve that 67 A mustangs had a nine inch rear end. They are a removible carrier type axles. It isn't a real big deal to change them. A person good with tools could change it in less than a day. Just make shure it has the same amount of teeth on the axle shafts.

Strictly for acceleration, the gears are the best bet. For power, the headers are a must. A multi-spark ignition is also very desirable.

as said before headers are very good beginnings, but the most horsepower easily achieved is by cams and heads. cams are cheaper than heads by a long shot but not as cheap as headers of course depending on what type you get. in order i would go headers, cams, heads.
