The rules for retirees paying taxes are the same as before you retired, except that if you're at least 65 you get a bigger standard deduction.

Whether or not you are required to pay any taxes, and whether you are required to file, depends on the type and amount of your income, not your age or retirement status.

Someone who is self-employed needs to file if they made over $400.

Yes. If the retiree is earning income, they have to pay tax on that income.
