I was pulled over in St. Louis and they told me I had a parking ticket. I did not recieve a ticket and cannot remember if I was even in Illinois during the time the ticket was issued.

First, go to your local police department and ask how you can get a copy of the Illinois citation. It's possible the ticket fell off your car and you never saw it...I've had that happen. If they can produce one, then pay it...you'd have to go back to Illinois to fight it anyway. If they can't...how are you expected to know where to send the money?

A parking ticket is left on the windshield of the vehicle - You may not have noticed it and it blew away or it was removed by someone, or the weather blew it off the windshield before you returned to your vehicle.

I know another secret but can't tell ya. Oh what the hell I am retired I will tell ya -

Lets say the officer is having a really bad day. Lets say you are parked in an area where the complaints are constant. For one brief moment of revenge the officer writes the ticket and then proceeds to take your copy and - lets say it does not find its way on your windshield - that's mean but it hap pends

In answer to your first question.
How can you "receive a ticket" without getting it?

Naw but seriously. Do you go to college?
Or park next to meters?
Most parking tickets go under your wiper. It's been really windy (I live in the IL side of the river too about 20 min to St. Louis) maybe it blew away?
Or I know of someone who stole parking tickets off cars because he thought it was funny. Pretty sh*tty but maybe that happened to you?
Call the police station where they said the ticket was from and ask.

call the county in which you supposedly received this ticket and ask them if they can tell you the date and approximate time. They will need to know your SSI # etc
