Most states have it as a law that a double white or yellow line should not be crossed.

For carpool lanes, they want to protect that lane from cars popping in and out of traffic, which tends to cause brake lights to come on in a chain reaction, slowing everyone down.

It makes perfect sense when you think about it.

I think the point of car pool lanes is so cars with multiple passengers can move along when less occupied vehicles are stuck in traffic.

I've heard about a couple studies showing that a lot of traffic jams/accidents are actually caused when people aggressively weave in and out of lanes cutting off other drivers, which requires the people behind them to touch their brakes, which leads the cars behind them to slow down even more, which leads to a traffic jam.

Not allowing drivers to weave in and out of the carpool lane helps prevent these traffic jams from spreading to the carpool lane. The point is to let high occupancy vehicles their own lane, not to help aggressive drivers go as fast as they want.

I think the theory behind the law is that you don't want cars merging with each other too quickly. They need to be in line with each other for a few yards before all the merging activity takes place. This causes problems when some people obey and start merging after the double-white-line while others merge earlier and effectively cut off the positions to which the law-abiding people are trying to merge.

I agree with this theory and try to comply. But I live in a big city in Texas and see people violate this all the time.

Because a standard rule of the road is "Do Not Cross Double Lines." It's been that way for decades.
