There are Saved Christians who will say: "I can't wait until Church on Sunday to get filled with the Holy Spirit". Or they will say: "I remember "when" I felt the Holy Spirit". When I hear statements like this, it worries me, because it implies many Christians believe the Holy Spirit comes and goes.
My understanding of scripture, and personal experience, is that the Holy Spirit...God...always dwells within a Saved Believer and never leaves.
1 Corinthians 3:16-17, the Bible says, "Do you not know that you are the temple of God and that the Spirit of God dwells in you? If anyone defiles the temple of God, God will destroy him. For the temple of God is holy, which temple you are." Also, in 1 Corinthians 6:19, the Scripture says, "Or do you not know that your body is the temple of the Holy Spirit who is in you, whom you have from God, and you are not your own?" Lastly, Romans 8:9 tells us, “If anyone does not have the Spirit of Christ, he is not His.”

I wanted to add, that I think many Christians confuse feelings and emotions with God's presence. There will be times we may not always "feel" God, but he IS always there.

Ok,,I have heard this before, listen. let me ask you a question,
When you are for example in your car, singing praises to God and praying, at that moment, the Holy Spirit is with you yes?
Now, just then, a Car pulled in front of you and cut you off in a very rude manner, you get mad and curse and all that.
Question: Is the Holy Spirit still with you?
See , there is a difference between having the Holy Spirit dwelling in you and you being convicted by the Holy Spirit.
The Holy Spirit will not violate your free will.

The Bible teaches that the Holy Spirit permanently indwells every believer. A Christian can never lose the Holy Spirit.

You've already answered your own question: God is ALWAYS with His children, Christians, members of the Church of Christ. Those who confuse feelings and emotions with the Holy Spirit are only deluding and fooling themselves.
The Bible says we are to worship God in spirit and in truth, John 4:20-24. You can't be worshipping in spirit (sincerely) and in truth (by the Word of God) if you're jumping around, screaming "I GOT THE HOLY SPIRIT!!" All of that is fake; no one in the Bible who was saved EVER did any of what passes for salvation today.

The first disciples were instructed to go to Jerusalem and wait until the Holy Spirit came and filled them. They believed in Jesus and knew that He is the Son of God. They were the first examples of born-again believers. They were not automatically filled with the Holy Spirit.
There are people who will argue this point but it's true. Once you let Jesus become the Lord of your life, you are not always filled with the power of God. You have to ask for it. It cannot be taught. In some instances, God will fill up a new Christian with this incredible gift. Some times we have to wait. The reason why is between that person and God.
As for me personally, the Holy Spirit is with me always. He reminds me of who I am when I think too much of myself and guides me in my everyday life.
Back to my earlier point. Some of the greatest evangelists in history were not immediately filled with the power of the Holy Ghost. Once they were, however, there was a huge impact in their ministry.

The question is: Is the Holy Spirit in charge in my life? Often, even among those the Holy Spirit is working within, the carnal nature regains the "headship" and the person is off on the wrong direction. Harmony requires that the Messiah be the Head of me, (not that I somehow think I can "use" Him for power.) and that I be a willing follower where He leads. Both in Scripture study, and in daily life. He cannot deny Himself, and He in me must be in harmony with He Himself (without my weakness interfering). For He has promised me grace to overcome.

The Holy Spirit IS always in us, but sometimes when you are worshiping or praying in the presence of God, it's the power of the Holy Spirit that we actually feel intensify, sometimes so much so that we begin trembling, speaking in tongues, prophecying, or seeing visions. Sometimes, it is even SO powerful that a person may fall under His power. When we say that we feel the Holy Spirit, we are talking about the power that He manifests to us when we are in the presence of the Lord.

Why would a God that has foreknown, predestined, called, regenerated, and saved, not want to continue things with justification and sanctification through a constant presence of the Holy Spirit? God's grace takes care of the believer from eternity to eternity. I don't believe that the H.S. just comes and goes.

Once you are a born-again believer, you have the Holy Spirit dwelling within you. However, there are times when He will choose to manifiest himself in such a way that His people sense His presence more than usual.

I believe that once you are saved the Holy Spirit is always with you. Many times though we let things in our everyday life come between our relationship with God and I think that dulls the joy we have in our salvation. What I believe most people mean by that phrase is the reviving of the joy in your heart by going to worship and be with other Christians.
