It depends on what you're doing.

If you're composing something, Wordpad gives you options for altering the look of the text: different colors, bold, italics, etc. You can then usually save this in a .RTF (rich text format) file. But there are other word processor programs, such as Microsoft Word, that give you even more editing options.

Notepad is great if you type computer code, or similarly want some environment where you just want straight text. This is because a .doc or .rtf file is going to store all the changes in text too, but when it comes to computer code you want something programs can read from the back end. I use notepad all the time to edit the HTML code of my websites. I also call it up when I just want to temporarily copy and paste some text as I'm working on some other window, because doing that in notepad might bring back different fonts and what not when I paste the text back. Oddly enough, a lot of computer developers I know prefer programs like TextPad for their coding.

Wordpad. Wordpad has margins, and just overrall, more selectable options. Notepad is more of a "simple" text program.

If you are copying and pasting text from a website, usually pasting it in notepad will put all your text on 1 line, where Wordpad will paste the text in a normal fashion.

Notepad is faster and simpler for handling things like text files. Wordpad can handle text files and also old .doc files. I'll always go with notepad unless you need wordpad specifically.

I think Notepad is better, because you can do lots of different coding for different things. Wordpad just lets you type out a resume or letter.

WordPad is better than notepad only because it handles larger files. Otherwise its the same functionality.
