I'm sure there's some way to donate it to Her Majesty but it's unlikely you'll get a personal reception unless she's exceptionally taken with it. The Queen receives many gifts from her loyal subjects and is quite busy, so the best you're likely to receive is a signed thank-you note.

Well if there was a queen of London then she might be happy to receive it.....depends on whether she was short on paintings at the time.
Probably she would never see it though.
